What is this about?

Southend-on-Sea City Council would like your views on a proposal to open a new specialist Additional Resource Base at Earls Hall Primary School. This is a consultation and no final decision has been made.

What is an Additional Resource Base?

An Additional Resource Base is specialist provision within a mainstream school. Children learn in small groups, receive specialist support, and join mainstream classes and activities where appropriate.

Who would it support?

The resource base would support up to 21 children with an Education, Health and Care Plan (EHCP) whose primary need is Communication and Interaction, including Autism Spectrum Condition and speech, language and communication needs.

Why is this being proposed?

The proposal aims to increase local specialist provision, help children attend school closer to home, and support inclusive education across Southend-on-Sea.

How will this benefit the school?

The proposal includes capital investment to deliver additional accommodation and high-quality mainstream classrooms so that no mainstream provision is lost. It will also bring specialist expertise into the school and support a positive learning environment for all pupils.

What does this mean for my child?

Earls Hall Primary School will remain a mainstream primary school. Admissions arrangements will not change and all pupils may benefit from improved facilities and inclusive teaching practice.

When would this happen?

If approved, the resource base would open in phases from September 2026, starting with Nursery and Key Stage 1.
