Proposal information
Southend-on-Sea City Council is seeking views on a proposal to establish a new Additional Resource Base (ARB) at Earls Hall Primary School.
The proposed ARB would provide specialist support for up to 21 pupils with Education, Health and Care Plans (EHCPs) whose primary need is Communication and Interaction, including pupils with Autism Spectrum Condition (ASC) and speech, language and communication needs.
What is an Additional Resource Base?
An Additional Resource Base is a specialist provision within a mainstream school. Pupils would benefit from targeted teaching and support while also taking part in wider school life where appropriate.
The proposal aims to:
- increase specialist SEND provision within Southend
- help more children attend school closer to home
- support inclusive education within a mainstream setting
- improve outcomes for children with EHCPs
Benefits for the School Community
The proposal includes investment in facilities and specialist staff, helping to create:
- improved learning environments
- enhanced specialist expertise across the school
- greater support for pupils with SEND
- inclusive opportunities for all children
Mainstream admissions arrangements at the school would remain unchanged.
Proposed Opening
Subject to approval, the Additional Resource Base is expected to open in phases from September 2026, initially supporting Nursery and Key Stage 1 pupils.
