Safeguarding Vulnerable Adults including Mental Capacity Act 2005 Assessments and Deprivation of Liberty Applications
Southend-on-Sea City Council is the statutory lead partner for safeguarding adults. The Council has a duty to support vulnerable adults to live lives free from fear and abuse and works with individuals, families and partner agencies to achieve this aim. The Council operates within the SET (Southend, Essex and Thurrock) Safeguarding Adults Guidelines and also within the SET Mental Capacity Act and Deprivation of Liberty Safeguards. The service is managed on the local operational level by service managers/team managers with support from the Strategic Safeguarding Manager lead.

Referral Criteria: An adult needs to appear to require a NHS and Community Care Act 1990 assessment or require safeguarding or support under the MCA 2005
Vulnerable adults are defined as, someone aged 18 or over:
- Who is, or may be, in need of community services due to age, illness or a mental or physical disability
- who is, or may be, unable to take care of himself/herself, or unable to protect himself/herself against significant harm or exploitation

Exclusions from this service - People who are not Fair Access to Care eligible after assessment
Response time:
- all referrals are processed on the day of receipt. Response time is dictated by presenting risk
- All SET SAF1 referrals are processed within 4 hours and sent to area teams for triage and risk assessment
- Response time is led by presenting risk
