The Government SEND Review 2022

In November 2021 Will Quince, Minister for Children and Families, wrote an open letter to parents and carers of children and young people with special educational needs and disabilities (SEND), their families and those who support them.

The letter set out plans for delivering the SEND Review and the importance of meeting with and listening to children, young people, parents and carers, school, college and local authority staff, and SEND organisations and experts across early years, education, health and care to influence the proposals for public consultation.

The government met with a wide range of people from across the system to gather their views and supporting evidence. They then:

  • reviewed feedback and decided what changes need to be made.
  • published a green paper in March 2022 on proposed changes and the future of the special educational needs and disabilities (SEND) and alternative provision (AP) system.

The green paper set out the proposals for a system that offers children and young people the opportunity to thrive, with access to the right support, in the right place, and at the right time, so they can fulfil their potential and lead happy, healthy and productive adult lives.

The publication of the green paper marked the start of a 13-week consultation process which closed on 1 July 2022.
